No to Tyranny and No to War
Iranian Civil and Political Activists Call for a Free Referendum and Democratic Transition
Tehran, Iran — In a joint statement issued today, 17 of Iran’s most prominent civil and political activists — including imprisoned human rights defenders, veteran political thinkers, and former prisoners of conscience — have declared their unequivocal opposition to war, foreign intervention, and authoritarian rule. They are calling instead for a free, internationally monitored referendum and the establishment of a Constituent Assembly to initiate a democratic transition in Iran.
“The only path forward is not through compromise with tyrants nor through foreign powers and war,” the signatories write.
“It is the path of the people — grounded in agency, solidarity, and the right to self-determination.”
They highlight the dual threats facing the nation: internal authoritarianism and the external danger of military aggression, particularly following recent Israeli and U.S. military operations in the region, which they describe as “acts of aggression” under international law.
“We are deeply concerned for the fate of Iran,” the statement continues, “and we reject the regime’s insistence on reckless nuclear brinkmanship, the use of natural and human resources for militaristic purposes, and the systematic suppression of women, workers, students, and minorities.”
They propose a third path: one that does not align with the ruling regime, nor with foreign military intervention — but is instead led by the people themselves, through peaceful civil resistance and democratic mechanisms.

Civil and Political Activists in Iran
Today, our people and homeland stand at the crossroads of one of the most critical moments in modern history , a grave and complex crisis rooted in a combination of long standing domestic, regional, and global injustices. Our nation is entangled in a dire situation, and the only viable escape is through the assertion of the people’s agency and their right to determine their own future. It is our historic and national duty to open a path to this liberation for the salvation of Iran.
This path neither aligns with internal rulers nor passes through war and dependence on foreign powers. It is a third path , the people’s path , one that forges an independent course through solidarity and pursuit of shared goals, pushing back both domestic repression and external aggression.
Given the current dangers and the fact that they are intensifying by the moment , we believe it is our immediate national and patriotic responsibility to stand firmly against the regime’s Iran-destroying policies, reclaim the people’s right to decide on urgent and vital issues, and safeguard that right.
The actions of the governments of Israel and the United States , which, according to the UN Charter and recognized principles of international law, constitute clear acts of aggression , may sadly be repeated, as the looming shadow of war still hangs over our nation.
Meanwhile, it is no secret that for more than two decades, every aspect of Iranian life has been affected by the regime’s nuclear policies. By turning this issue into the central theme of its governance, and through constant adventurism abroad and ongoing domestic hostilities, the rulers of this land have inflicted irreversible economic, security, social, and psychological damage on the people. Despite all the warnings, they have ultimately driven the country toward the brink of a devastating war.
Tragically, all the obstinacy and authoritarianism of this regime have yielded little to no tangible benefit for the collective good of Iran and Iranians.
Now, even after a devastating twelve-day war, maintaining the country in a war-ready state while clinging to costly and futile positions not only poses a serious threat to the people’s sovereignty, rights, and freedoms — it has made daily life even more unbearable and harsh.
We are deeply concerned about Iran’s fate and firmly believe that:
• The regime’s insistence on reckless and damaging anti-Americanism and its slogan of “wiping out Israel”;
• The persistence of opaque nuclear policies and tying the nation’s security and fate to extreme levels of uranium enrichment without public consent;
• The exploitation of Iran’s natural and human resources for militaristic and confrontational purposes;
• The securitization of society and the continued suppression of women, students, workers, teachers, artists, retirees, professionals, religious minorities, and all Iranian ethnic groups;
• The ongoing imprisonment of political and ideological detainees and widespread arrests;
• The continued implementation of inhumane death sentences, now used to intimidate and compensate for military and security failures;
• The denial of freedom of speech, violation of the right to public and individual protest, media censorship, and internet filtering;
— all represent the most catastrophic and nation-destroying policies of the current ruling system, placing Iranian society in grave danger. Day by day, these policies deprive the people of even the most basic conditions for a normal life, and of their most fundamental right — the right to self-determination.
We warn that continuing down this path will lead Iran to a terrible fate — one that will also weigh heavily on the future of our homeland and generations to come.
We demand a free and transparent referendum, monitored by independent international bodies, to realize the people’s right to self-determination and to form a Constituent Assembly, paving the way for a national and inclusive government and a democratic transition.
We are fully aware that no authoritarian regime will voluntarily submit to holding a referendum.
Therefore, we call upon all independent political, civil, and cultural groups and activists to make changing the country’s current condition their urgent priority, and through dialogue, solidarity, and coordinated resistance, to support the continuation of the nonviolent civil resistance movement — by issuing statements, giving speeches, holding collective thinking spaces and public dialogues, and mobilizing all available individual and collective resources, including every capacity for civil disobedience.
Together, we must work to realize the right to self-determination through a national referendum and the formation of a constitutional Constituent Assembly for a democratic transition and a national, inclusive government.
May the future of Iran and Iranians be bright, and may the sun of freedom shine once again upon our homeland.

راه رهایی ما از شرایط فعلی، تاکید بر عاملیت و کنشگری مردم و احقاق «حق تعیین سرنوشت» آنان است. راهی که نه سازش و هم راهی با حاکمان و حکومت استبدادی است و نه از مسیر جنگ و اتکا به قدرت های خارجی می گذرد.
ما خواهان برگزاری رفراندوم آزاد، شفاف و تحت نظارت نهادهای مستقل بین المللی و تشکیل مجلس موسسان در راستای شکل گیری یک دولت ملی و فراگیر، برای« گذار دموکراتیک» هستیم.
اینروزها مردم و میهن ما در تقاطع بحرانیترین لحظات تاریخ معاصر خود ایستاده است. ورطهای خطیر و پیچیده که برآمده از مجموعهای از عوامل زمینهدار در ایران، منطقه و نظم ناعادلانۀ جهانی است. وطن ما مبتلای هنگامهای سخت شده که یگانه راه رهایی از آن تأکید بر عاملیت و کنشگری مردم و حق آنان در تعیین سرنوشت خویش است و وظیفۀ تاریخی و ملی ماست که راهی بهسوی این رهایی بگشاییم برای نجات ایران. راهی که نه سازش و همراهی با حاکمان داخلی است و نه از مسیر جنگ و اتکا به قدرتهای خارجی میگذرد. بلکه راه سومی که راه مردم است و مسیری مستقل را سامان میدهد تا با همبستگی و پیگیری اهداف مشترک، سرکوب و استبداد داخلی و جنگ و تجاوز خارجی را عقب براند.
با توجه به این مخاطرات و نیز افزودهشدن لحظه به لحظه بر آن، هماینک و بدون ازدستدادن وقت، وظیفۀ ملی و میهنی خود میدانیم که با صراحت در برابر سیاستهای ایرانسوز نظام ایستاده و حق مردم را برای تصمیمگیری دربارۀ مسائل مبرم و حیاتی پس گرفته و پاس بداریم.
اقدام دو دولت اسراییل و آمریکا -که طبق مندرجات منشور مللمتحد و موازین شناختهشدۀ حقوق بینالملل یک تجاوز آشکار محسوب میشود- متأسفانه امکان تکرار دوباره دارد و هنوز سایۀ شوم جنگ بر سر کشور و ملت ماست. از سوی دیگر بر کسی پوشیده نیست که بیش از دو دهه است تمام ابعاد زندگی مردم ایران تحتتأثیر سیاست هستهای نظام قرار گرفته و حاکمان بر این سرزمین با تبدیل آن به اصلیترین موضوع حکمرانی خود و با ماجراجوییهای مدام در عرصۀ جهانی و تخاصم مستمر در عرصۀ داخلی، هزینههای جبرانناپذیر اقتصادی، امنیتی، اجتماعی و روانی را بر مردم ایران تحمیل کردهاند که بهرغم تمام هشدارها، کشور را عاقبت در مهلکۀ جنگی ویرانگر افکند. دریغ از آنکه تمام سرسختی و خودکامگی نظام حاکم بر این مسیر، کمترین فایده و اثر ملموسی در پی داشته باشد که منتج به خیر همگانی برای ایران و ایرانیان شود.
امروز نیز نگاهداشتن کشور پس از جنگ ویرانگر دوازدهروزه در شرایط جنگی، با سماجت بر مواضع پرهزینه و بیفایدۀ گذشته، نهفقط تهدیدی جدی برای حاکمیت مردم و حقوق و آزادیهای ایشان بهشمار میرود، بلکه زندگی مشقتبار مردم را سختتر و ناگوارتر از پیش کرده است.
ما به شدت نسبت به سرنوشت ایران نگرانیم و معتقدیم:
– اصرار حاکمیت بر سیاستهای ماجراجویانه و خسارتبار آمریکاستیزی و شعار محو اسرائیل؛
– اصرار بر تداوم سیاستهای غیرشفاف هستهای و گرهزدن امنیت ملی و سرنوشت ایران با حد نامتعارف غنیسازی بدون کسب نظر مردم؛
– اصرار بر بهرهکشی از ذخایر طبیعی و منابع انسانی ایرانزمین در راستای اهداف ستیزهجویانه؛
– اصرار بر امنیتیسازی جامعه و سرکوب مداوم زنان، دانشگاهیان، کارگران، معلمان، هنرمندان، بازنشستگان و دیگر اصناف، اقلیتهای دینی و تمام اقوام ایرانی؛
– اصرار بر تداوم حبس زندانیان سیاسی و عقیدتی و دستگیریهای گسترده؛
– اصرار بر اجرای احکام غیرانسانی اعدام که اینروزها برای ارعاب و نمایش اقتدار ازدسترفته و لاپوشانی شکستهای نظامی/امنیتی شدت گرفته؛
– اصرار بر سلب آزادی بیان، نقض حق اعتراض علنی فردی و جمعی، سانسور رسانهای و فیلترینگ اینترنت؛
بزرگترین سیاستهای خطا و وطنبربادده نظام حکمرانی کنونی است که جامعۀ ایران را با مخاطرات جدی مواجه کرده و روزبهروز با تهدید و محدودیت، مردم را از بدیهیترین شمول یک زندگی عادی و بنیادیترین حق خود، «حق تعیین سرنوشت»، محرومتر میکند. ما هشدار میدهیم تداوم شرایط کنونی عاقبتی هولناک را پیش روی ایران عزیز قرار خواهد داد که آیندگان و فردای وطن را هم از تأثیرات مخرب خطاهای نابخشودنی امروز بینصیب نخواهد گذاشت.
ما خواهان برگزاری رفراندوم آزاد، شفاف و با نظارت نهادهای مستقل بینالمللی هستیم برای احقاق حق تعیین سرنوشت خود و تشکیل مجلس مؤسسان، در راستای یک دولت ملی و فراگیر، برای گذار دموکراتیک.
ما نیک میدانیم که هیچ نظام استبدادی، داوطلبانه تن به برگزاری رفراندوم نمیدهد. پس از تمامی تشکلهای، گروهها و کنشگران مستقل سیاسی، مدنی و فرهنگی دعوت میکنیم تلاش برای تغییر شرایط کنونی کشور را به اولویت فوری فعالیتهای خود بدل کرده و با هماندیشی و همبستگی و پیوستگی در مبارزه، از هر طریق ممکن مانند صدور بیانیه، ایراد سخنرانی، تشکیل اتاقهای تبادل فکر جمعی و گفتوگوهای مردمی، و بکارگیری تمام امکانات فردی و جمعی و استفاده از تمام ظرفیتهای نافرمانی مدنی، برای تداوم جنبش مقاومت مدنی خشونتپرهیز اهتمام ورزیده و زمینه را برای احقاق حق تعیین سرنوشت با برگزاری رفراندوم و تشکیل مجلس مؤسسان قانوناساسی در راستای شکلگیری یک دولت ملی و فراگیر، برای گذار دموکراتیک فراهم کنند.
باشد که روزگاری نیک آتیۀ ایران و ایرانی شود و آفتاب رهایی بر وطن بتابد.
